The United Kingdom and France to Deploy Military Personnel to the Country if a Peace Deal is Agreed

The UK and France have signed a declaration of intent concerning the deployment of armed personnel in the nation if a ceasefire be struck with Moscow, the British leader, Starmer, has declared.

After discussions with Ukraine's allies in the French capital, he noted that the two nations would "set up operational bases across Ukraine and construct secure structures for military hardware and equipment" to discourage any future invasion.

The coalition members also suggested that the America would play the primary role in monitoring a truce.

The Kremlin has consistently stated that any foreign troops in Ukraine would be considered a "acceptable aim", but has so far not commented on this new announcement.

Background and Continuing Hostilities

Moscow's leader Vladimir Putin launched a full-scale invasion of Ukraine in the start of last year, and Russia currently controls approximately 20% of Ukraine's sovereign soil.

"This represents an essential component of our pledge to be alongside Ukraine for the duration," commented the UK Prime Minister.

National leaders and top officials from the "Partner Group" took part in Tuesday's talks.

Addressing reporters at a shared media briefing, Starmer noted: "It establishes the framework for the legal framework under which allied and coalition forces could function on Ukrainian soil, protecting Ukraine's airspace and waters, and rebuilding Ukraine's armed forces for the future."

The UK prime minister also stated that the UK would take part in any US-led confirmation of a possible ceasefire.

Senior Washington representative Steve Witkoff said that "long-term security guarantees and substantial reconstruction vows are vital to a lasting peace" in Ukraine – mentioning a key requirement made by Ukraine.

He indicated the coalition had "largely finished" their work on agreeing such assurances "to ensure the Ukrainian people know that when this hostilities ends, it ends forever."

Jared Kushner, former American President Donald Trump's representative, also participated in the talks.

Meanwhile, France's leader Emmanuel Macron stated that Ukraine's allies had made "significant progress" at the meeting.

He noted that "robust" safety pledges for Kyiv had been agreed in the instance of a potential ceasefire.

Ukraine's leader Volodymyr Zelensky stated that a "major development" had been made in Paris, but qualified that he would only consider efforts to be "adequate" if they resulted in the cessation of the war.

Recently, he suggested a settlement was "90% ready". Settling the last 10% would "determine the outcome of the peace, the future of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and defense assurances have been at the heart of ongoing disputes for negotiators.
  • Moscow has repeatedly warned that Ukrainian troops must retreat from the entirety of Ukraine's eastern Donbas or Russia will occupy it, refusing any concession over how to finish the war.

Russian forces presently controls about 75% of the Donetsk region and some 99% of the adjacent Luhansk. The pair of oblasts form the heartland of the Donbas.
