Rob Edwards along with O'Neil are two of the early names in the frame to succeed Vitor Pereira as manager of Wolverhampton Wanderers.
Pereira was dismissed on the weekend following the squad's 10-match winless start to the Premier League campaign.
Furthermore both candidates - each of whom have previous associations to the club - are among the names to be considered by the Wolves ownership.
Edwards is currently at another club, which would pose a potential obstacle to his appointment at Wolves' stadium.
However the former Luton manager - who made more than 100 of appearances for the club during his time as a player - is said to be a leading contender for the vacancy.
The 42-year-old is said to have backing from the Wolves directors as they begin the process of appointing a fresh head coach.
Gary O'Neil is also emerging as a surprise candidate, even though he would be a shock appointment considering he was sacked by the club in December last year.
The former West Ham player is out of work which means Wolves would not be required to provide any compensation.
